Will student tenants be landlords’ ‘ray of hope’ in 2021?

UK rental guarantor service Housing Hand has highlighted that falling property prices, tax changes, and lower numbers of international renters will be a major stumbling block for the UK rental sector in 2021.

Jeremy Robinson, Group Managing Director of Housing Hand, says: “The only thing certain about the UK rental market following Brexit is uncertainty. Landlords face uncertain income from tenants, while tenants continue to face uncertain income due to the pandemic. Meanwhile, the number of working European tenants is likely to drop due to Brexit and COVID. All against a likely backdrop of falling property prices.

“The requirements for European tenants to travel, work and rent in the UK will change as a result of Brexit. Renting is likely to become more difficult, as the right to rent requirements will almost certainly change at some point in the not-too-distant future. Brexit’s effect on rental property, compounded by COVID, tax and legislation changes, means it is difficult to foresee many positives for landlords in 2021.”

Housing Hand points out that data from estate agent JLL indicates house prices in 2021 are likely to drop by 1.5%. Rental values are also predicted to fall by 1.0%. The guarantor service believes that factors such as lost GDP growth, rising unemployment, falling housing affordability, and the end of the furlough scheme will play a part in this.

The problem might only be made worse by a reduction in international tenants, an increase in tenants defaulting on rent, and a possible oversupply of rental accommodation. However, Housing Hand’s ray of hope is student tenants.

Terry Mason, Group Operations Director for Housing Hand, comments: “The indications are that the 2021/22 academic year is likely to be a bumper year for students, with little reaction to Brexit. 

“We have last year’s candidates who decided to take a year out rather than attending university now wanting to start. We also have a larger number of students reaching university age with fewer jobs available, meaning going to university becomes a safer option. Then there’s the fact that a larger number of international students started university in 2020 and will thus be returning for their second year.”

Inventory service provider No Letting Go says letting agents operating in the student letting market should encourage landlords and tenants to give more attention to the inventory and check-in process.

It says that with many students returning to university accommodation for the first time since March, a well-executed inventory can help to protect landlords’ properties and students’ tenancy deposits.

The check-in process documents the condition and contents of a property at the start of a tenancy. It can also be used to confirm smoke and carbon monoxide alarm installation, carry out legionella risk assessments and ensure properties comply with key elements of the Housing Health & Safety Rating System (HHSRS).

Nick Lyons, Founder and CEO of No Letting Go, comments: “Although the student experience will be very different this year, the rental process will be largely the same.

“Landlords and agents need to make sure a thorough inventory and check-in process is carried out, while tenants need to assess the documentation carefully and only sign it off when they are happy.”

According to No Letting Go, a fully electronic check-in process can also save time and money for letting agents and landlords, while also appealing to modern renters.

Lyons says: “Thanks to technology, the days of tenants needing to physically attend check-in are long gone.

“Most student renters are likely to want to carry out as much of the rental process as possible from their smartphones, so being able to view and sign-off an inventory online has become increasingly popular.”

By using an electronic check-in process, tenants can make comments and add their own photos before agreeing to the inventory report.

It also allows agents and landlords to automate the chasing of signatures, saving time on administration. 

Since the property market reopened in mid-May, No Letting Go has provided its services with a ‘no contact’ policy in place to help prevent the spread of Covid-19.

Lyons explains: “We still all need to do our bit to prevent the spread of the virus, which is why we’re limiting contact through automation and electronic signatures.

“We have been offering this service for a number of years as it is the most efficient way to complete a comprehensive inventory check-in which suits all parties.

“As students return to a new university landscape, it’s important they feel safe and secure with the opportunity to limit contact with others when finalising their tenancies.

“However, it’s vital that the process is still carried out professionally and thoroughly so that tenants are aware of how they must return the property to the landlord, reducing the chances of deposit disputes at the end of a tenancy,” he adds.

Lyons concludes: “It’s important that agents and landlords continue to reassure renters that they won’t be disadvantaged by not attending a check-in at the start of the tenancy, mid-term inspections and check-outs at the end of their tenancy if they are carried out by an independent third party.

“The check-in, mid-term inspection, and check-out process can now all be carried out with zero contact while still maintaining independence and protecting tenants and landlords.”

Surge of Enquiries for Property Portal Accommodation for Students

Accommodation for Students (AFS), the student accommodation online property portal, has seen a boost in enquires for student property. They believe this is due to the recent complete revamp of their website.

AFS have stated that the upgrades, delivered by digital agency Code Computerlove, have made the newly re-launched website easier and faster for students and landlords to navigate, view properties and make enquiries.

Simon Thompson, Director of AFS, set up Accommodation for Students after personally experiencing how difficult it could be to find suitable student accommodation. Today, the site is visited by over three million students each year and advertises properties for 32,000 UK private landlords, 1,200 letting agents and over 500 private halls of residence.

Thompson comments: “This re-launch has been a long-time in planning. We have considered every aspect of the website and its functionality to make it as appealing for landlords and letting agents, and as simple for students, as possible.

“In terms of new features, students can now see blended search results. Previously students had to visit different areas of the website to see different types of properties. Now they can search and compare the options like for like.

“For landlords and agents, the key benefit is better visual representation of their properties leading to more enquiries, which is clearly working given the boost of activity. Coming soon will also be automated property feeds for letting agents and optional rent collection services for landlords.”

Rob Jones from Code Computerlove added: “The site has been transformed taking an iterative approach, focusing on key user journeys and interactions – areas delivering the most value and testing every release so that we were confident that the site was delivering exceptional results from the start of the roll out process. In addition to the hugely impressive increase in enquiries, bounce rate has also dropped by almost half and conversion is up.”

With the new academic year for higher education students starting for many this week, a new report suggests global demand from academics looking to study in the UK is set to rise overall by 2020.

It is projected that there will be an increase of 870,000 higher education students, giving a real boost to high end accommodation in university cities.

While UK student numbers have stabilised, the number of international students are set to rise sharply during the next decade. Previously, the provision of high quality student accommodation was the responsibility of the universities. However, in recent years, most new accommodation has been provided by private investors and developers.

Savills reports that investment in student accommodation in Britain has risen by 17% year-on-year. It is predicted that £5.3bn will be invested in purpose-built student accommodation by the conclusion of 2017, in comparison to £4.5bn last year.

International students can prove highly profitable for landlords and letting agents, with many prepared to pay greater rents for superior quality homes. In additional, international students are great for the UK economy- generating more than £25bn and providing a substantial boost to regional jobs and local businesses.

However, UK guarantor service Housing Hand suggests that one of the largest problems that international students face when renting a property is the lack of a UK guarantor.

Jeremy Robinson, Managing Director of Housing Hand, noted: ‘This is a huge worry for students who are not able to pay 6-12 months in advance to secure their rental property. However, students who are unable to provide a quality UK guarantor can, provided they pass the Housing Hand application process, purchase our guarantor service.’

‘The good news for landlords and letting agents is they can access the huge potential market of international students and the previously too risky market of tenants, with poor credit history. We offer letting agents and tenants reduced financial risk and for both, a widening of what is available on the market.’[1]

Islington Council aims to close council tax loophole

A local authority in north London is trying to close a loophole concerning private rental property and council tax.

Islington Council is looking to stop landlords letting out student flats over summer holidays-when most students are away- to tourists and other visitors, in order to maximise income.

There are over 4,000 student flats in purpose built accommodation blocks in Islington. In the past, this type of accommodation was given a full council tax exemption throughout the year, given the fact that students are not permitted to pay council tax.

However, Islington Council claims that more landlords are letting these students flats over the summer period.

As students are not living in the flats during this time, the flats are therefore liable for council tax. As an example, it states that if 1,000 of such flats are rented out for a 10-week period, council tax due amounts to £121,250.

In order to close this loophole, Islington council now requires landlords to provide tenancy and student occupancy details for every flat, in every week of the year.

Islington is one of the first local authorities in the country to try and take action to close the loophole.

A council spokesman said: ‘At a time when Islington faces ongoing cuts to its budgets from central government, it isn’t fair that landlords have effectively been getting a tax break on renting their flats out over the summer. Closing this loophole means that the correct levels of council tax are collected, which is fairer for all our residents and helps to pay for local services in Islington and London.’[1]

More luxury student properties purchased in Nottingham

A student property portfolio based in Nottingham worth £3.25m has been purchased by Nottingham-based MS Estates, on behalf of a London-based institution.

Located in prime student rental areas in Lenton and the Arboretum, the nine multiple-occupancy properties will be home to over 50 students. In addition, the properties are expected to generate over £264,000 per year in rental incomes, with yields at around 8.1%.

Recent headlines suggest that the demand for student accommodation in Nottingham is at a high level. In fact, 1 in 12 homes in the city are listed in student accommodation – equivalent to 11,000 student homes.

Michael Sahota of MS Estates, said: ‘We were approached by the seller of the properties directly. I think that he was a little surprised to learn what the market was like and what he could achieve.’

‘We told him that we had clients who would purchase the portfolio and do so with no fuss,’ he continued.[1]

Refurbishment

The seller of the nine properties has refurbished the properties during the last ten years – thus returning them to their original brickwork and finishing them to a high standard with quality fixtures and fittings.

Lucy Barlow, lettings manager at MS Estates, commented: ‘This sale reflects the increasing student expectation of housing in recent years. More of them are willing to pay a premium in rent for better quality accommodation and this buyer will not only provide that in the finish of the houses but in the management of them also.’[1]
